The poor, the homeless, the destitute...

After studying how different cities around the country are handling the problem of the poor, the homeless and the destitute, I see quite a variety of solutions that are being used. Few are working well.
The biggest failure of course is done by setting up programs, shelters, special programs not afforded to all residents, free medical, etc.
The more "help" that is being given, the more the non-contributors will flock to that city to help drain its resources. In some cities, emergency rooms have had to shut down because of the free medical for the poor and homeless has made them run out of money.
These people (as a generalization) not only don't take care of themselves but have no respect for the property of others and deteriorate any area where they congrgate.
I know that you think that I'm some heartless individual; but I've been homeless and spent every moment of that existence to get out of it. I've offered homeless people a home to stay in and to help them clean up in exchange for doing duties around the house...in every case, I was turned down.
The easiest way to rid a city or town of the homeless, the poor, the destitute, illegal aliens; is to have no freebies or help handed to them.
Call your local hospital and ask them what percentage of their budget is spent on illegal aliens and homeless people. You're in for quite a surprise...

Every city that has no programs for anyone but the local taxpayers, also has no homeless on their streets nor illegal aliens asking for work.
After interviewing hundreds of homeless people over the past 5 years, I find that they fit into one of three categories:
(1) Those that are mentally or physically incapable of taking care of themselves. These people should get our help.
(2) Those that are too lazy to do anything. These people should be taken to the city limit and told to go away.
(3) Those that refuse to do anything but take whatever is free. These people should be forced to clean the streets in return for food and shelter.
When are you going to do something about all those people ? Stop giving them "spare change" (I don't know anyone that has money to spare). Stop falling for the guilt that they try to instill in you. Stop listening to those "bleeding hearts" that want you to give away your money. These people must be ignored and shunned. That will force some of them to get off their butts and start to justify their existence; the rest will disappear
